Can you resample an entire pattern to a pad?
It seems logical that you should be able to do this but it's not in the manual so probably not, right?

no, but you could always record the pattern using an external recording device and then sample it back into your 404. or you could buy another sampler to work with your 404. the 2nd option is a lot of fun!
