you can't even register new accounts!!!!! registration emails won't go through nothing shows up!!!

After filling out the registration and agreeing to the terms, I have yet to receive my activation code.

Anyway, I believe there is a switch to turn it back on. If I remember correctly, this place was getting hit with spambots like crazy, so most likely registration was disabled.
