Problem with the cutoff and filter type knobs

I just got this and was trying to edit samples until I realized that the Ctrl 1 and 3 knobs don't seem to be working. I just wanted to double check with the board though. When you turn the machine on, and i twist CTRL 2 it makes a rES in the center display, yet does not do anything when i turn 1 or 3. On a properly working unit I'm assumine it would affect the center display when you twist the first or third knob right? let me know please.
