its from bumfights, this video a few dudes made thats like the original jackass videos (camp kill yourself/cky) but its all about bums. these dudes i think went to jail for makin the video. a friend of mine smacked some kid over the head with a tire iron and got a lower sentence because of these dvd. lawyer said he was watching the video a bunch before the incident and it led to excessive drinking and agressiveness. so check out bum fights if you can:) but this is a little cribs segment they did, funny as hell

crackheads name was "bling-bling". he has his own video, it was sort of like bumfights 4, but with only bling bling. im not into watchin skinheads but i watched it tho. and rufus the stunt bum was funny as shit. and i watched all the CKY vids with Bam Margera and his crew before jackass even existed so i said fuck it and watched bum fights. woulda been nice to see clips of bums skateboarding inbetween but you cant have it all, right.
