If you want to use software then you could check out Reason, it's pretty affordable and has everything built in. Samplers, synths, drum machines, mixer, sequencer. It's also pretty straight forward to use.

If you plan on using hard ware and plug ins then Ableton is a good choice.

I like slinky sounding dubstep x hip hop beats, but I wish people would end the trend of stabby meth ninja sounding dubstep. I believe most people use either ableton or reason with a midi control device for such composing but as stated above, you can use what you have already in your arsenal....which could lead to you starting the next big sound people will umbrella under until it becomes a genre. Good luck and have fun with the experimenting

i've read somewhere that producers like Benga or Ikonika used mostly Fruity Loops and Logic, if it can helps...

Logic is excellent value if you got a mac

But just getting started, why not use garageband and get a few synth plugins
