Yes it is the evil use of the technology 'sound from ultrasound' http://en.wikipedia.org/wiki/Sound_from_ultrasound
It basically uses the ear as the other part of the receiver mechanism

Peaceful uses of it include museums, where some audio is playing in front of an exhibit that you can only hear when you move into that very concentrated area in front of the exhibit.

I heard some soda machines in Japan & elsewhere 'beam' the 'refreshing' sound of cans opening to catch the ears of passerbyers in busy metro areas.

I'm not even done reading that whole entry- I was amazed by the idea of how it could be used to secretly "beam" answers and hints to political candidates who are on stage- as opposed to wearing a visible ear piece. Crazy stuff.

someone got killed in the uk too, he wasnt even a protester and was hit in the back of the head by the police whilst walking away..... he was simply in the wrong place at the wrong time..... all because the police were using a tatic called kettling were they enclose the 'riot' and stop it from spreading...this means nobody is aloud to leave the area and they are all literally crushed.....
