Which comes first.. beat or other stuff?

i tend to load up a bank or two on the SP with stuff from vinyl, then play about with them to see what i've got and what will work. Then i get that down onto my laptop and make the beat to fit the basic structure of samples. After that it's pretty much knob twidling and adding in/taking out whatever until it gets my head nodding.
