I think that its just a vocoder on the voice, but he pitches up the samples and possibly chopped it or warped it in ableton to make it all choppy. That's just what I'm hearing, could be totally wrong and it's sound toys frequency shifter preset or something.

I suspect that it may be a voice synth program (see fl studio) coupled with autotune.

It deffo sounds like a speech synth like lodger suggested. Plus autotune or a clone of sorts
