Ok so how do you go about making drums/sounds like the one in this video ?
they sound high pitched and electronic.

pitch samples up (regular speed pitch up, not stretch pitch up), and then put them on short loops, stutters, reverse them, etc..

plugins that can help you do this in an automated way are :
Glitch
Livecut
Effectrix

But me, I just like to put the audio into something like ableton live and copy/paste little slices manually, apply effects to different sections, reverse some, paste lots in a short space, etc..

Hipass filter + phaser + bit crusher are very useful effects
