do a non-moderator can propose something like a non official battle (or a contest or a last-minute battle)? this could be done in the arena section or where?

I'm sure that's fine, just go ahead and post. I will sticky it for you if you want to to make it an official 'extra' battle.

Just post it in the Arena forums.

Be sure to write down your rules if they are different from the 'normal' battles.
